This man was the Mayor of the farming town Hasse in Ehrenfest's central district. His name was never mentioned.

Hasse's Mayor was a very arrogant man with little respect to anyone who didn't futher his own goals.
History
Due to the former High Bishop being unable to use a highbeast he travelled by coach and thus often stopped in Hasse on his way to other places. During these many visits the mayor managed to ingratiate himself to the Bezewanst through gifts of "flowers and fruits" (i.e. women and alcohol) as well as other bribes.
This connection with the High Bishop made the mayor think of himself as nearly untouchable, leading him to be arrogant not just to his citizens, but also to visiting merchants and even the occasional noble.
The orphans under his supervision were treated very poorly, were overworked, and still had to get the majority of their food by foraging in the forest. If they disobeyed he beat them.
Story
The first Rozemyne hears about the mayor is when the Gilberta Company and Gil, accompanied by tax officials including Lord Kantna are sent out to investigate potential places for new orphanages and workshops outside of Ehrenfest City. Unaware of Bezewanst's demise, Hasse's mayor is very uncooperative and exceptionally rude to Benno, believing that his connection to the High Priest will shield him from any consequence for his actions. During this visit the mayor signs a contract with Kantna over the sale of the orphan girl Nora.
Rozemyne and Ferdinand go to visit the monastery and the mayor, and wish to see the orphans to inform them of the monastery. The Mayor has concealed a few, namely the ones he wanted to sell, but Rozemyne forces him to reveal them. Four orphans decide to go with her: Marthe, Rick, Thore, and Nora. This leaves the mayor with no goods to sell, and once Rozemyne and Ferdinand are gone, he attacks the monastery to get the orphans back, inadvertently committing treason. Ferdinand tasks Rozemyne with punishing the city and securing a successor to the mayor.
Rozemyne, after meeting with Benno decides to spread rumors through the merchants to spread unease and to turn the town against him. Rozemyne is able to lessen the punishment from complete destruction of the town to the execution of only the mayor and the people of his faction who failed to accept that what they did was wrong, to ten years of increased taxes and not receiving any mana for the next Spring Prayer, which will significantly reduce the following harvest.
When confronted by the nobles the mayor tries to plead for mercy, but Rozemyne is able to maneuver him to in essence argue for his own punishment by asking him how he would tread orphans if they unknowingly attacked his family, to which the mayor passionately argues that such a crime would require harsh punishment and that not even ignorance would protect them, thus sealing his own fate with the added effect of turning even those villages who were convinced he didn't deserve the death penalty prior against him.
To make sure that the seed of rebellion was entirely quashed, Ferdinand uses a shield of Schutzaria and orders all the citizens of Hasse and the surrounding villages to attempt to pass through it, calling it the "Door of Judgement". While the vast majority of the citizens are able to pass through without resistance, the mayor and six others are knocked away by the winds of the shield due to harboring ill intent, at which point Eckhart restrains them with magical bands of light[1].
Following this clear display of his guilt, the mayor and his compatriots are executed with a rare form of magic only taught to archduke candidates and reserved for only the worst of crimes. It turns them slowly to stone from the feet up and then makes the statues crumble to dust, denying them even a funeral[2].
